Old school photo. I'm fond of new technologies with digital blending, color correction etc. But this is old school photo made in one shot. Back in old days when the Photoshop was not available photographers were using Neutral Density Graduated filters to capture sunrise or sunset pictures without blowing highlights. What if the foreground is still to dark? Use flash! Often landscape photographers (even experienced ones) are afraid to use flash to highlight details. Flash is a great tool if it's used properly. I always carry a flash when I'm shooting landscapes. Just in case. In this case I used a ND8 Grad filter and a flash as the foreground was extremely dark. I fired flash multiple times from different angles.
